Turkey – Required Documents for a Residence Permit

FAMILY RESIDENCE PERMIT

REQUESTED DOCUMENTS (COMMON)

From Applicant

1. Residence Permit Application Form (must be signed by foreigner and/or his/her legal representative.)
2. Photocopy of passport or passport substitute document (pages containing identity information and photo and pages processed) (The original document must be presented on the appointment day.)
3. Four (4) pcs biometric photos (must have been taken within the last 6 months, against a white background and biometric)
4. Documents/receipts for payment of residence permit fee and card fee
5. Photocopy of marriage certificate or document proving marriage (pages containing information, the first 3 pages) (The original document must be presented on the appointment day.) (It must be e-signed/signed and sealed/stamped if obtained from Turkish authorities (could also be obtained from Provincial/District Directorates of Registry); it must have a notarized Turkish translation and an Apostille if obtained from abroad. It is required to be a citizen of a country which is a party to the Apostille Convention; or if there is no Apostille on the document even if the country is a party, the documents in question are required to be approved by the relevant country authorities (approval by the consulate/embassy and Ministry of Foreign Affairs/Turkish Authorities authorized on this issue).

In case that the applicant is a child (the minor child or dependent child of the sponsor and sponsor’s spouse), following documents shall be requested in addition to the Common Documents

• If the mother and father could not be determined from passport or passport substitute document or national identity card, a certified birth certificate of the child
• In case of divorce, a certified custody document of the child, or in case of a joint child custody, a certified deed of consent by the other parent
• In case of death of one the parents, a certified death certificate (These documents must be e-signed/signed and sealed/stamped if obtained from Turkish authorities; they must have a notarized Turkish translation and an Apostille if obtained from abroad. It is required to be a citizen of a country which is a party to the Apostille Convention; or if there is no Apostille on the document even if the country is a party, the documents in question are required to be approved by the relevant country authorities (approval by the consulate/embassy and Ministry of Foreign Affairs/Turkish Authorities authorized on this issue).

From sponsor (shall be present during application)

1. If he/she is a Turkish citizen;

• Original and photocopy of Identity Card (The original document must be presented on the appointment day.)

If he/she is a foreigner;

• Photocopy of passport or passport substitute document (pages containing identity information and photo and processed pages) (for refugees and subsidiary protection status holders, if any) (The original document must be presented on the appointment day.)
• Photocopy of residence/work permit, blue card, refugee or subsidiary protection status holder identity documents (The original document must be presented on the appointment day.)

1. Approved, e-signed/signed document on having sufficient and regular financial means throughout the stay
2. Valid health insurance covering all family members (Insurance period must cover the duration of the intended residence permit. One of the following documents is considered sufficient):

• E-signed/signed and stamped/sealed document to be obtained from provincial social security units which states that the foreigner is benefiting from the health services in Turkey within the scope of bilateral social security agreements
• E-signed/signed and stamped/sealed provision document to be obtained from the Social Security Institution-SGK (Provision documents to be obtained from SGK must cover both the sponsor and family members for family residence permits.)
• E-signed/signed and stamped/sealed document regarding the application made to the Social Security Institution to become a general health insurance holder
• Private health insurance (Please submit the signed and stamped/sealed original of your insurance policy during application!)

1. Criminal Record

• If the foreigner has not been staying in Turkey for the last 5 years; it could be obtained from his/her own country authorities (It is recommended to apply for this document at least 3 months before application in case that it takes a long time to obtain), or if the foreigner has been staying in Turkey for the last five years, from the Turkish judicial authorities/e-government system. (It must be e-signed/signed and sealed/stamped if obtained from Turkish authorities; it must have a notarized Turkish translation and an Apostille if obtained from abroad. It is required to be a citizen of a country which is a party to the Apostille Convention; or if there is no Apostille on the document even if the country is a party, the documents in question are required to be approved by the relevant country authorities (approval by the consulate/embassy and Ministry of Foreign Affairs/Turkish Authorities authorized on this issue).

1. Document showing the registration in the Address Registration System

• (In case of registration in the address registration system) E-signed/signed and stamped/sealed “Residence Document” to be obtained from provincial/district directorates of registry or e-government system (www.turkiye.gov.tr) (In case the sponsor is a Turkish citizen, “Certificate of Identity Register Copy” shall also be accepted.)

1. Document of Residence

• If you are staying in your own home, a photocopy of the title deed;
• If you are staying in a rental house on a rental agreement, a notarized copy of your rental agreement;
• If you are staying in a third person’s residence, the notarized undertaking of the host (if the host is married, also the notarized undertaking of the spouse)

EXPLANATIONS

For transfer applications, the photocopy of the previous residence permit document shall be attached to the application document (The original document shall be submitted to the administration on the appointment day.)

STUDENT RESIDENCE PERMIT

REQUESTED DOCUMENTS (COMMON)

1. Residence Permit Application Form (must be signed by the foreigner and/or their legal representative.)
2. Photocopy of passport or passport substitute document (pages containing identity information and photo) (The original document must be presented on the appointment day.)
3. Four (4) biometric photos (taken within the last 6 months, against a white background and biometric)
4. Statement of having sufficient and regular financial means throughout the stay (to be stated in the Application Form. Supporting documents may be requested by the administration.)
5. Document/receipt for the payment of residence permit card fee (For those studying at international organizations, embassies, and consular schools, a residence permit fee document/receipt is also required.)
6. Valid health insurance (Insurance period must cover the duration of the intended residence permit. One of the following documents is considered sufficient):
   • E-signed/signed and stamped/sealed document obtained from provincial social security units stating that the foreigner is benefiting from health services in Turkey within the scope of bilateral social security agreements.
   • E-signed/signed and stamped/sealed provision document obtained from the Social Security Institution-SGK (Provision documents obtained from SGK must cover both the sponsor and family members for family residence permits.)
   • E-signed/signed and stamped/sealed document regarding the application made to the Social Security Institution to become a general health insurance holder.
   • Private health insurance (The signed and stamped/sealed original insurance policy must be submitted during the application.)
7. Document of Residence (One of the following documents is considered sufficient):
   • Photocopy of the title deed if staying in own home. For extension applications, a “residence document” is sufficient.
   • Notarized copy of the rental agreement if staying in a rental house.
   • Proof of stay in hotels or other similar places.
   • E-signed/signed and sealed/stamped document showing that the foreigner is staying in a student dormitory.
   • Notarized undertaking from the host if staying in a third person’s residence. If the host is married, the notarized undertaking of the spouse is also required.

DOCUMENTS ACCORDING TO REASONS OF STUDENT RESIDENCE PERMIT STAY

1. Primary School (1 year)
   • Visa conforming to the reason of stay obtained from the foreign representations of the Republic of Turkey (only for primary and secondary education).
2. Secondary School (1 year)
   • Visa conforming to the reason of stay obtained from the foreign representations of the Republic of Turkey (only for primary and secondary education).
3. High School (1 year)
   • Visa conforming to the reason of stay obtained from the foreign representations of the Republic of Turkey (only for primary and secondary education).
4. Military High Schools (1 year)
   • Visa conforming to the reason of stay obtained from the foreign representations of the Republic of Turkey (only for primary and secondary education).
5. Those studying in schools not affiliated with MEB (1 year) (international organizations, embassy and consulate schools) (subject to fee)
   • Visa conforming to the reason of stay obtained from the foreign representations of the Republic of Turkey (only for primary and secondary education).
6. Associate’s Degree (2 years)

8. Bachelor’s Degree – Dentistry/Pharmacy/Veterinary Faculties (5 years)

    • Visa conforming to the reason of stay obtained from the foreign representations of the Republic of Turkey (only for primary and secondary education).
11. Master’s Degree (2 years)

13. Those Who Receive Specialization Training in Medicine/Exam for Specialization in Medicine (TUS) (3 years)
    • Document proving TUS
14. Those Who Receive Specialization Training in Dentistry/Exam for Specialization in Dentistry (DUS) (3 years)
    • Document proving DUS
15. Those who are directed to a Turkish course by their university (1 year)
    • E-signed/signed and stamped/sealed document proving the education to be taken from the institution or organization authorized to provide Turkish language course. The duration of the course must be specified.
16. Students arriving within the scope of the Erasmus Programme (1 year)
    • E-signed/signed and stamped/sealed document proving “the exchange program” to be taken from the education institution.
17. Those arriving within the scope of other international exchange programs (1 year)
    • E-signed/signed and stamped/sealed document proving “the exchange program” to be taken from the education institution.

EXPLANATIONS

• Students covered by general health insurance within three months from the date of registration are not required to provide valid health insurance. However, they must notify the administration after taking out general health insurance within three months.

8. Document of Residence

   • If you are staying in a third person’s residence, the notarized undertaking of the host (if the host is married, also the notarized undertaking of the spouse)

DOCUMENTS ACCORDING TO THE REASONS OF SHORT TERM RESIDENCE PERMIT STAY

A. Those arriving to conduct scientific research

• Visa conforming to the reason of stay and obtained from the foreign representations of the Republic of Turkey (those to do excavation work and surface research)
• Official, e-signed/signed and sealed/stamped document showing the duration and place of the research to be conducted

B. Those owning immovable property in Turkey

• Photocopy of the official, e-signed/signed and sealed/stamped document (title deed) showing that the residence belongs to the person

C. Those establishing business or commercial connections

• Invitation letter from the person or companies to be contacted, notarized company activity certificate, notarized tax registration certificate, notarized trade registry gazette, notarized list of authorized signatures

D. Those participating in on-the-job training programmes

• Document showing the duration and place of the training to be received from public institutions or organizations where on-the-job training will be held (e-signed/signed and sealed/stamped document on letterhead paper)

E. Those arriving to attend educational or similar programmes as part of student exchange programmes or agreements to which the Republic of Turkey is a party

• Education/internship document/AIESEC document to be obtained from the institutions or organizations where the training/internship will be held (e-signed/signed and sealed/stamped document)

F. Those wishing to stay for tourism purposes

• Information or document regarding the travel plan and accommodation, if requested by the administration
• In case a short-term residence permit is requested due to not fulfilling family residence permit conditions; a photocopy of marriage certificate or certified document proving marriage (pages containing information, usually the first 3 pages) is required. (The original document must be presented on the appointment day.)

G. Those receiving medical treatment

• A document, which shows that the hospital admission registration has been made and treatment has started, to be obtained from the public or private hospital where the treatment will be provided (must show the duration of the treatment, be signed by the chief physician and a physician and be stamped/sealed)

H. Request of administrative authorities

• E-signed/stamped and signed/sealed document to be obtained from the administrative authorities stating that the foreigner in question must remain in Turkey (stay must be specified in a way not to exceed the time period in the Law No. 6458)

LONG-TERM RESIDENCE PERMITREQUESTED DOCUMENTS

1. Residence Permit Application Form (must be signed by the foreigner and/or their legal representative.)
2. Photocopy of passport or passport substitute document (pages containing identity information and photo) (The original document must be presented on the appointment day.)
3. Four (4) biometric photos (must have been taken within the last 6 months, against a white background and biometric)
4. Photocopy of previous residence permit document (The original document must be presented on the appointment day.)
5. The original of the e-signed/signed and stamped/sealed document showing that no social assistance has been received in the last three years (could be obtained from the Social Assistance and Solidarity Foundations within the Governorates/District Governorships.)
6. The original of the e-signed/signed and stamped/sealed document on having sufficient and regular financial means throughout the stay
7. Criminal record (could be obtained from the authorities of their own country and Turkish judicial authorities.) (For those who submit a document stating that the criminal record could not be issued by their country due to no entry into/exit from their country, the criminal record from the Turkish authorities shall be considered sufficient)
8. Documents/receipts for the payment of residence permit fee and card fee
9. Valid health insurance (Insurance period must cover the duration of the intended residence permit. One of the following document is considered sufficient):
   • E-signed/signed and stamped/sealed document to be obtained from provincial social security units which states that the foreigner is benefiting from the health services in Turkey within the scope of bilateral social security agreements
   • E-signed/signed and stamped/sealed provision document to be obtained from the Social Security Institution-SGK (Provision documents to be obtained from SGK must cover both the sponsor and family members for family residence permits.)
   • E-signed/signed and stamped/sealed document regarding the application made to the Social Security Institution to become a general health insurance holder
   • Private health insurance (Its validity is required to be at least for one year.) (Please submit the signed and stamped/sealed original of your insurance policy during application!)
10. Document showing the registration in the Address Registration System

• (In case of registration in the address registration system) E-signed/signed and stamped/sealed “Residence Document” to be obtained from provincial/district directorates of registry or e-government system (www.turkiye.gov.tr)

EXPLANATIONS

• For children:
  • If the mother and father could not be determined from passport or passport substitute document or national identity card, a certified birth certificate shall be requested.
  • In the absence of either mother or father, certified deed of consent shall be requested. (In case of death of one of the parents, the other spouse must submit a certified death certificate.)
  • In case of divorce, a certified custody document of the child shall be requested. (These documents must be e-signed/signed and sealed/stamped if obtained from Turkish authorities; they must have a notarized Turkish translation and an Apostille if obtained from abroad. It is required to be a citizen of a country which is a party to the Apostille Convention; or if there is no Apostille on the document even if the country is a party, the documents in question are required to be approved by the relevant country authorities (approval by the consulate/embassy and Ministry of Foreign Affairs/Turkish Authorities authorized on this issue).
• If the foreigner in question is under eighteen years old, a certified deed of consent by mother/father abroad or legal representative, and a notarized undertaking by real or legal persons in Turkey provided that it is specified in the deed of consent.
